Sheffield Wednesday Confronts Major Issues, Says New Football Authority

'We will play a key role in football's future' - independent football regulator the new chairman

The team's persistent issues are seen as a "major concern" and the independent regulator is looking to gain the ability to look into club affairs in similar circumstances, the newly appointed chairman the official has stated.

Through a comprehensive talk, Kogan, who was recently selected, voiced concern towards supporters of the Owls.

The regulator engaged with four fan organizations connected to the football team recently.

The Championship side have been facing challenges both on and off the pitch in 2025, with the club missing wage payments on multiple instances, including in the autumn.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a significant problem for football," Kogan told.

"The club represents one of the great brands for the English game and in recent days we have met supporters' organizations.

"We are seeking authority... which will enable us to take the club and similar situations brought to our attention if they need to be investigated and addressed."

Monetary Issues and Leadership Concerns

Wednesday's embattled owner Dejphon Chansiri stated during the off-season he would be prepared to relinquish control at the stadium, but he has not been able to secure a deal with interested parties.

Failure to pay player wages on time in spring months caused limitations by the league officials in mid-year, blocking the team from conducting any player acquisitions for the next three transfer windows, although the ban was rescinded in the end of the transfer window.

Regulator's Perspective

The chairman stated: "The position was created for the supporters of Wednesday, other clubs in similar situations where people are committed to a local institution that has represented their community in many cases.

"I have absolute sympathy for Sheffield Wednesday, as I do for every team that over recent decades have faced collapse, or nearly ceased operations, for causes separate from the supporters."

When asked if the authority might compel an proprietor to divest a club if they are deemed unsuitable, Kogan said: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we gather the evidence and comprehend the circumstances, we will."

But the regulator clarified that compelling proprietors to divest clubs would be treated as a "last resort" and the regulator would prefer to cooperate with proprietors.

"The last thing what we want to do is start getting involved with an particular organization, an individual owner, without being in a position to cooperate with that chairman to fix the problems affecting the organization and the owner's facing," the chairman stated.

"But the truth is, when you look back over the history of the sport, over the recent generations there have been certain proprietors, few in number, but some who have been irresponsible in the approach they have taken toward their teams and eventually don't wish to take responsibility for the coming years."

'Errors may undo substantial development'

The regulator engaged delegates from multiple organizations to detail the scope of the regulator on Wednesday and maintained it represented a "forward-thinking discussion" with a "substantial involvement" from the lower divisions to the top flight.

"The role holds considerable importance, because if we get it wrong, if the world of football gets it wrong, the remarkable development accomplished might evaporate swiftly," the chairman stated.

"This represents everyone's worst fear in the realm of domestic football is a substantial accomplishment - we've got to keep it going.

"Considerable investment coming into football and has been invested for the recent generations, because certainty is lacking it will keep flowing into the sport, which is among the factors explaining I think we have to maintain a focused outlook on risk and of course, of the immediate future."

Top Flight Apprehensions

The Premier League opposed the creation of a regulator because of concerns about detrimental effects on the top-flight's competitiveness, but Kogan said: "I fully support the achievement and development as an commercial operation of the top division.

"Being fully aware of the concern of undermining the top flight as an elite competition of England. But concurrently, if you consult with top flight officials after the recent gathering, they would have had a significant degree of comfort -and, actually, they have been informing us confidentially they have a considerable comfort."

Political Connections

Kogan is still facing a "comprehensive investigation" by the official appointments authority after he disclosed making donations to the opposition group in the past.

The official contributed funds to government minister the politician's campaign, along with that of the government leader.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that party membership ceased the day the parliamentary committee confirmed my selection," the chairman stated.

"I am presently disconnected from any type of partisan engagement."
